Methodology

What we do not publish

We publish verified facts and state when underlying data is missing. The four cases where this record declines to state a conclusion, and the rule each follows from.

Four cases, and the rule each one follows from.

Unmatched filings

Where the ID number on a filing does not match a utility we can identify, we list the filing as refused and give the reason.

Unsupported conclusions

We do not report a filing as passing or failing a water balance, because the source data does not support that conclusion.

Thresholds nobody set

We report a system as exceeding a threshold only where its regulator published one. Where none exists, we state that.

Our own errors

When we have published incorrect information, we publish the count, the cause and the correction.

"Water loss" is at least three different quantities depending on the jurisdiction, and nothing here supports a comparison between states.
