Columns to read carefully
closure_verdict is one of closed, failed, insufficient. Do not aggregate
insufficient with closed; the first means the check could not run. recoverable_basis is
derived when the utility filed a retail rate and modeled when a state median was substituted.
Volumes are million gallons throughout, normalized at ingest.
