covering 11,657 utility-years. Every filing is checked against its own arithmetic.

## The check

A water loss audit is an identity: `system input = billed + unbilled authorized + apparent loss + real loss`.
Three verdicts, never two — `closed`, `failed` with a stated residual, or `insufficient` where the filing
does not publish enough to evaluate. A check that cannot fail is not a check.
