Each system is drawn on its service area and shaded by the most recent water loss figure it filed, in fifths of
Massachusetts's own distribution. The bands are not a national scale: the regulators in this corpus measure different
quantities, and a figure from one state does not compare to a figure from another.

## What a shape is

Service areas come from the US EPA's national boundary layer, published as an estimate. EPA disclaims the spatial
accuracy of the features and names local government as the accurate source. In Massachusetts every shape drawn was published by a state agency, a county or a utility, and none is a model.

A boundary is not a customer list and not a legal service territory. Being inside one does not make an address that
system's ratepayer.
