Who we are, what we build, and what a prime or an agency needs on file before adding us to a bid. Three people, and every figure we publish names the document it came from.

A prime contractor or an agency adding a subcontractor to a bid needs one page it can put in a file. That is a different document from a service description, and this is it.

## What we do

Infrastructure data and operations work for water and wastewater utilities, the firms that advise them, and the state programs that oversee them. Five things, concretely: cost-of-service and rate studies, system valuation and options reviews, consolidation feasibility studies, stormwater fee reviews, and reporting assemblies.

The common thread is a discipline, not a subject. Every figure we publish or hand over names the document it was read out of. Where a source cannot support the figure a form asks for, that gap is the finding, and it goes in writing.

## Evidence of capability

We do not name clients, because there are none to name. What is offered in their place is a published record anyone can check without asking us for anything:

- Water loss filings for public water systems in California, Georgia, Indiana, Massachusetts, Texas and Wisconsin, put onto one shape and published a page per system.
- A trail from every figure back to the sheet and the cell it was read out of, in a checksummed copy of the regulator's own file. A build gate fails if one of those coordinates stops resolving.
- Service-area maps drawn from EPA's boundary layer, with the modelled share stated per state rather than footnoted once.
- A computed residential bill for California systems, reconciled against the State Water Board's own field, publishing neither figure for the 204 systems where the two disagree.

Read the last item as the capability claim. Declining to publish a number we could not reconcile is the behaviour a client is buying.

## Who does the work

All three of us, on every engagement, start to finish. There is no bench and nothing is handed to a junior after the sale.

## Commercial terms

Fees are flat and set per engagement by system size and by how much of the record is already published. There is no hourly rate to negotiate. An hourly engagement gives us a reason to take longer and gives the client a reason to scope it down, and neither serves the work.

We work read-only. Nothing we build writes back into a system of record. We do not certify a regulatory filing: that is signed by the utility, by someone with the authority to sign it, and assembling the figures does not transfer that.
